Pools are selected which can't succeed for transfer.

dCache is selecting pools where transfers can’t possibly succeed as the preferred pool for transfer.

Effect :

Pools are not functional for some reasons. Most recently for filesystem problems. Nevertheless the pool is still selected for transfer.
