ToDo? list of refactorings

This list is supposed to grow and shrink whenever someone comes across a class that needs refactoring, but that refactoring cannot be done right away due to missing time or whatever.

• SystemCell? uses the interface DomainInterruptHandler? that seems not to be implemented anywhere. This should be cleaned up.
