Collection of dCache internal information on dCache SRM design and possible mechanisms to improve throughput

• Based on the first meeting on SRM / dCache performance improvements, we came up with a list of short term modifications in various areas of SRM/dCache which we believe will improve the overall performance (resp. throughput) of the system. Timur was so kind to collect and publish the first list.
• Timur wrote an  SRM Design document for an upcoming dCache SRM review that describes the architecture of the main components of SRM, SRM Code structure and provides a large number of references to related documents and resources.
