Release news

Keeping with the weekly release cycle. Jürgen: Jenkins is still a bit brittle, don't feel confused when your pull requests don't pass all tests. Please take note of the stack traces found by Jenkins, they generally end up as Issues on GitHub?.

Issues from [FIXME: Add link to today's Tier-1 meeting]

Atlas have staged a "massive" project and were doing a stress test beforehand. Most sites could not deal with the work load. A common problem was slow staging during the stress test (2-3 days to stage all the files). dCache's SRM interface times out after 4 hours (admin-configurable).

There were requests to clarify the bring-online lifetime docs. Also, we should report timeouts to FTS or Rucio. Finally, we occasionally report wrong SRM error codes.

Fixes will be implemented soon.
