Debian and systemd support

We need to make sure that if we support systemd, we ship something useful.

None of the core devs use the environment. Vincent seems to become the go-to contact for Debian support. We're still open for external contributions, but will need to invest work in automated testing.

A strategic decision remains: use systemd fully and break backwards compatibility? Does it make sense to invest work into porting existing, working things over to systemd just for the sake of modernity?

We could produce tailored RPMs for our several target platforms.

Poolmanager changes

We decide to backport Al's PM updates to 3.2.
